The Schools Division Office of Canlaon City, under the close supervision and management of its Human Resource Management Office, Personnel Unit, and the Human Resource Merit Promotion and Selection Board, presents the Recruitment Selection in accordance with the Department of Education’s policy of strictly adhering to the principles of merit, competence, fitness, and equality, as well as the Civil Service Commission’s application of equal employment opportunity.
A better understanding of the Recruitment, Selection and Placement processes and procedures, as well as the necessary documents to submit in order to qualify for employment, reclassification, reappointment, reemployment, promotion, and other personnel actions and opportunities.
GUIDELINES ON EQUAL EMPLOYMENT OPPORTUNITY FOR RECRUITMENT, SELECTION AND PLACEMENT
This manual outlines the procedures and guidelines for the recruitment, selection, and placement of personnel in the Schools Division of Canlaon City. The purpose is to ensure a fair, transparent, and efficient process that aligns with the department’s goals and standards which includes the aim to promote equal employment opportunities for all applicants, regardless of their age, sex, ethnicity, sexual orientation, gender identity, civil status, physical characteristic and attributes, religion, belief, race, language, political affiliation, social or economic status and other discrimination.
All officials and employees of this Schools Division of Canlaon City are mandated to adhere to the Equal Employment Opportunity Program in the four core HR systems: Recruitment, Selection and Placement, Learning and Development, Performance Management, and Rewards and Recognition.”
As part of our commitment to provide our clients with exceptional service and ongoing improvement, the Schools Division Office of Canlaon City is pleased to release the following guidelines on equal employment opportunities for recruitment, selection, and placement. The integration of this follows the Department of Education Merit Selection Plan, which was made public by DepEd Order No. 007 s. March 22, 2023.
- Discrimination– an act of making unjustified distinction between people based on age, sex, ethnicity, sexual orientation, gender identity, civil status, physical characteristic and attributes, religion, belief, race, language, political affiliation, social status, etc.
- Equal Employment Opportunity – refers to the non-discriminatory principle that allows any applicant within or outside DepEd to apply for a position, irrespective of age, sex, sexual orientation and gender identity, civil status, disability, religion, ethnicity or political beliefs. (DO 007,s 2023).
- Special group – including pregnant women, senior citizens, solo parents, differently abled persons, indigenous peoples, and other groups designated by the institution, will receive preferential treatment in the recruitment, selection, and placement process.
The recruitment, selection, and placement processes gives prioritization of candidates who possess the necessary qualifications and competencies for the position. Discrimination against any individual due to age, sex, ethnicity, sexual orientation, gender identity, civil status, physical characteristic and attributes, religion, belief, race, language, political affiliation, social or economic status, etc that violate the principles of equal employment opportunity is not allowed.

A. On Publication of Vacancies
In accordance with the Department of Education’s current policies, the organization will not publish, print or post in Social Media, any notification of job-related advertisements, implying choices, constraints, requirements, and prejudice or reject any applicant for a job due to a person’s age, gender identity, or social status, religion, disability or civil status, financial status, political affiliation or other comparable variables or individual affiliation that contradict the concepts pertaining to equitable employment opportunities.

B. Behavioral Interview
All applicants must be properly informed of their interview schedule by mean of Memorandum, call or text or posting on Social medias. The HRMPSB will only pose inquiries about the criteria for selection. Age-related inquiries, sex, gender, citizenship, disability, religion, political affiliation, social status and other elements that run contrary to the equal employment principle are prohibited.
C. Comparative Assessment Result
During the preparation of the listing of qualified applicants, it is noted whether there are applicants with disabilities, special group, specialization on relevance of education and trainings for the selection guide on merit and fitness, localization law and other laws, provisions of the law, national policy, and/or agreement entered into by DepEd with other agencies which grants priority in the appointment.
Should any clause or section of this policy be deemed unlawful by a relevant authority, those clauses remain unaffected by such declaration shall continue to be enforceable and valid.
This Policy shall take effect immediately and shall remain in force unless superseded by an appropriate issuance.
